I think it's crazy that a person got handcuffed and it a big deal was made out of it, but the law is the law. People should not sell tokens, even though they are sold face value.
I disagree that the law is the law. Some laws are put into place for what may seem to be good reasons, but are not good in practice. These types of laws I generally do not recognize as the law, I recognize as oppresive acts by a government.
